Frequently Asked Questions

What is e-Toll Unlimited?

e-Toll Unlimited is an electronic toll payment solution that enables you to use cashless toll collection lanes or all-electronic tollways and bridges. Pay one all-inclusive price per day or per week and the cost of all tolls is included.

Why should I use e-Toll Unlimited?

  • Speed and convenience.
  • Ability to use all-electronic tollways and bridges.
  • Service is charged to your credit card at the time of rental and all charges appear on the receipt.
  • No waiting in cash-only toll lanes or digging for change.

How much does e-Toll Unlimited cost?

  • One all-inclusive price per day or per week, depending on tolling region/rental location.
  • Daily or weekly price includes the cost of all incurred tolls during rental period.

How is e-Toll Unlimited activated?

  • e-Toll Unlimited is purchased at the rental counter by adding the service to the rental agreement prior to leaving the rental lot. e-Toll Unlimited cannot be added to a rental agreement or activated after leaving the lot or upon vehicle return.
  • Vehicles are equipped with a shielded transponder box that is mounted on the windshield. Upon purchasing e-Toll Unlimited at the counter and leaving the lot, simply swing open the shield box and drive in a cashless tolling lane or all-electronic tollway or bridge. (NOTE: e-Toll Unlimited cannot be activated just by opening the transponder box; the service must also be added to your rental agreement prior to leaving the lot.)
  • If the transponder malfunctions, or is not present, video-tolling technology will capture an image of the license plate.

Where is e-Toll Unlimited available?

  • e-Toll Unlimited is available in California, Colorado, Florida, Georgia, North Carolina, Oklahoma, Texas, Washington, and on any tollway or bridge with E-ZPass or I-Pass signage.
  • A complete list of tollways and bridges covered by e-Toll Unlimited is available here.

Where is e-Toll Unlimited not covered?

  • e-Toll Unlimited is not available on tollways in Alabama, Alaska, Louisiana, Michigan, Minnesota, Nevada, Oregon, South Carolina, Utah, or Washington’s SR-167 HOT Lanes.
  • e-Toll Unlimited coverage also does not include tolls incurred from entering the NYC Congestion Relief Zone.

What are all-electronic tollways?

  • All-electronic toll roads and bridges operate using 100% electronic toll collection (also known as Open Road Tolling).
  • Drivers using all-electronic tollways do not have the option to pay tolls with cash.
  • Drivers using an all-electronic tollway may see signs indicating vehicles without a compatible transponder will be billed for tolls by mail by the local toll authority. However, toll authorities are unable to bill Payless rental customers directly.

What if I do not wish to purchase e-Toll Unlimited?

  • To avoid using e-Toll Unlimited or incurring administrative fees: (1) If your rental vehicle includes a transponder, make sure it remains secured within the shield box, with the shield box closed and (2) where permitted, pay all tolls with cash, with your personal toll transponder compatible with the toll road and properly mounted in the rental vehicle, or pay the toll authority directly (where available).
  • Some tollways without cash lanes permit payment in other ways and at other times. Toll authorities sometimes change their toll payment options. Check with applicable toll authority to learn all payment options.

What happens if I do not purchase e-Toll Unlimited and I drive on an all-electronic tollway or bridge?

If you decline the e-Toll Unlimited service at the rental counter, drive on an all-electronic tollway and do not use a functioning transponder compatible with the tollway or other approved payment method, the following will occur:

  • The credit card on file will be charged the cost of each incurred toll at the toll authority’s highest undiscounted toll rate PLUS an administrative fee of $7.95 per calendar day when tolls are incurred ($39.75 maximum administrative fee per rental month).

Can I use my personal transponder?

  • Yes, you can use a personal transponder that is in good standing and compatible with the tollway and properly mounted in their rental vehicle.
  • As long as the e-Toll Unlimited shield box is closed, toll authorities will apply incurred tolls to your compatible transponder if the equipment is functioning, properly mounted, and the account is in good standing.

What happens if I use tollways not covered by e-Toll Unlimited?

  • You must pay cash for tolls or use a transponder compatible with the tollway or another alternative payment method approved by the toll authority.
  • If you do not pay for tolls with cash or transponder, you will be issued a toll violation.

How do you know when I generate a toll?

Toll information is provided to us from a municipality or toll road authority. The information – based on the date, time, and vehicle – indicates that you were the renter.

How are tolls billed to me?

  • The e-Toll fees may take 4-8 weeks after the rental concludes to be billed to your credit card/debit card on file.
  • Renters who don’t have a credit or debit card on file will be mailed or emailed an invoice for all toll-related charges. Tolls incurred are billed at the Toll Authorities’ highest un-discounted rate.

How will charges appear on my credit card?

eToll charges applied to your credit card statement will read: e-Toll Payless and will include your Rental Agreement number. Charges usually appear on the credit card statement within 4-8 weeks after the rental agreement has closed. Charges will not appear on your rental invoice. Payless has assigned the right to bill and collect eToll charges to the Toll Administrator as Payless’ agent. See your rental agreement for more information on fees.

Why am I being charged for a toll I already paid to the issuing toll authority?

Sometimes tolls get reported to us before payment is made directly to the tolling authority. If you believe we have charged you for a toll you paid for with cash or personal transponder, please contact Customer Service.

Why am I being charged now after my rental period has ended?

We depend on government and toll agencies for all information related to tolls. In most cases, that takes one to four weeks – although, in some circumstances, it may take longer.

Why am I getting multiple bills for the same rental period?

Tolls get reported to us over different time frames depending on the tolling authority and how the toll was recorded, by plate or transponder. Our goal is to process toll charges on one invoice, but occasionally new tolls are reported to us after we have already processed an invoice for the same rental agreement.

How can I get a receipt?

You may obtain a summary of eToll charges by entering the required information.

How do I pay the toll directly to the toll authority?

For the most up-to-date information about tollways and alternative payment options, please visit the local toll authority’s website.

What is the NYC Congestion Relief Zone?

The Congestion Relief Zone (CRZ) is a plan by local and state authorities to reduce traffic congestion in the lower parts of Manhattan.  Most rental vehicles entering the NYC Congestion Zone will be charged one Congestion Relief Zone charge per 24-hour period.  Some rental vehicles may be charged a different rate depending on their size and capacity. Please see the MTA’s Congestion Relief Zone page for more details on the CRZ.

Can I use my own E-ZPass when entering the NYC Congestion Relief Zone?

You may be able to use your personal transponder in some locations, but most entry points to the NYC Congestion Relief Zone are only equipped to read license plates. Short-term rentals cannot be added to E-ZPass NY accounts.

Why did I get a separate bill for congestion charges?

Congestion charges are not part of the e-Toll Unlimited program and are billed separately. Please see the MTA’s Congestion Relief Zone Rate Schedule for more details on CRZ pricing.
